These aspects are considered from the stage of diagnosis of capacities, resources, development and design of actions for municipal programs, as well as innovative projects proposed by the agents of change, municipal authorities, regional government organisms, educational institutions, business entities, setting up nodes or ecosystems that facilitate sustainable rural planning with endogenous adaptive capacities using eco-innovation and bioeconomy strategies that are transferred into integral programs and actions for the planning of sustainable local development of local/regional communities.
